This role ensures the effective planning, development, maintenance, and operation of all County-owned properties. The Director will lead a multidisciplinary team and collaborate with internal and external stakeholders to deliver safe, efficient, and sustainable environments that support the County’s mission and services.</p></span> <br> <br> <span id="MainContent_bold12" class="font-weight-bold">Overview: </span> <span id="MainContent_Overview"><br><br></span> <br> <span id="bold5" class="font-weight-bold">Duties: </span> <span id="MainContent_Duties"><br><br><p><strong>Strategic Planning and Management</strong></p><p>•   Develop and implement a long-term facilities master plan aligned with County goals and priorities.</p><p>•   Lead and/or contribute to strategic initiatives related to sustainability, energy efficiency, and space optimization.</p><p>•   Establish performance metrics and reporting systems to evaluate departmental effectiveness.</p><p>•   Advise County leadership on facilities-related policy, risk management, and compliance matters.</p><p>•   Monitor industry trends and emerging technologies to inform strategic decision-making.</p><p>•   Support and adhere to workplace safety initiatives and policies administered by the Office of Worker Safety.</p><p><strong>Capital Projects</strong></p><p>•   Oversee the planning, design, and execution of capital improvement projects, including new construction, major renovations, and infrastructure upgrades.</p><p>•   Ensure projects are delivered on time, within scope, and on budget while meeting quality and regulatory standards.</p><p>•   Coordinate with architects, engineers, contractors, and regulatory agencies throughout project lifecycles.</p><p>•   Develop and manage capital project budgets and schedules in collaboration with the Department of Management &amp; Budget and other departments.</p><p><strong>Maintenance and Operations</strong></p><p>•   Direct the maintenance and repair of County facilities, systems, and equipment to ensure safety, functionality, and code compliance.</p><p>•   Implement preventive maintenance programs and emergency response protocols.</p><p>•   Oversee custodial services, groundskeeping, and environmental health and safety programs.</p><p>•   Ensure compliance with all applicable federal, state, and local regulations, including ADA, OSHA, and environmental standards.</p><p><strong>Staff Leadership and Oversight</strong></p><p>•   Lead, mentor, and develop a diverse team of facilities professionals, including managers, technicians, and administrative staff.</p><p>•   Foster a culture of accountability, collaboration, and continuous improvement.</p><p>•   Establish clear performance expectations and conduct regular evaluations.</p><p>•   Promote workforce development, training, and succession planning.</p><p><strong>Budget and Financial Oversight</strong></p><p>•   Develop and manage the department’s annual operating and capital budgets.</p><p>•   Monitor expenditures, identify cost-saving opportunities, and ensure fiscal responsibility.</p><p>•   Prepare financial reports and present budget recommendations to County leadership.</p><p>•   Pursue and manage grants, contracts, and other funding sources to support facilities initiatives.</p></span> <br> <span id="bold6" class="font-weight-bold">Knowledge, Skills, and Abilities </span> <span id="MainContent_KSA"><br><br></span> <span id="bold7" class="font-weight-bold">Knowledge of: </span> <span id="MainContent_Knowledgeof"><br><br><ul><li>Building systems (HVAC, electrical, plumbing, structural), preventive maintenance, and lifecycle management.</li><li>Capital project planning, design, construction management, and renovation of public buildings.</li><li>Government procurement laws, bidding processes, and vendor management.</li><li>Operating and capital budgeting, cost estimation, and financial reporting.</li><li>Federal, state, and local codes and regulations (e.g., ADA, OSHA, environmental, fire/life safety).</li><li>Green building practices, energy efficiency programs, and sustainability initiatives.</li><li>Facility-related emergency response planning, continuity of operations, and risk mitigation.</li><li>Workplace safety programs.</li></ul></span> <br> <span id="bold9" class="font-weight-bold">Skill in: </span> <span id="MainContent_Skills"><br><br><ul><li>Managing complex projects, including scope, schedule, budget, and stakeholder coordination.</li><li>Managing multidisciplinary teams, contractors, and union/non-union staff.</li><li>Excellent written and verbal communication skills for engaging with elected officials, department heads, staff, and the public.</li><li>Navigating and utilizing facilities management systems (e.g., CMMS), building automation systems, and project management tools.</li><li>Overseeing day-to-day operations while advancing long-term capital projects.</li></ul></span> <br> <span id="bold8" class="font-weight-bold">Ability to: </span> <span id="MainContent_Abilityto"><br><br><ul><li>Develop and implement long-term facilities plans aligned with organizational goals and community needs.</li><li>Negotiate contracts, resolve disputes, and manage competing priorities diplomatically.</li><li>Assess facility issues, evaluate option, and implement effective solutions.</li><li>Read and interpret blueprints, specifications, and engineering reports.</li><li>Monitor and enforce compliance with safety, environmental, and building regulations.</li><li>Work across departments and with external partners to achieve shared goals.</li><li>Lead through change, including modernization efforts, policy shifts, and emergency situations.</li></ul></span> <br> <span id="bold10" class="font-weight-bold">Residency: </span> <span id="MainContent_Residency">Allegheny County within 1 year.</span> <br> <span id="bold11" class=" font-weight-bold">Veterans' Preference: </span> <span id="MainContent_VeteransPreference">Will be awarded to eligible candidates.</span> <br> <div id="Needtocenterandbold" class=" text-md-center font-weight-bold"> AN EQUAL OPPORTUNITY EMPLOYER - M/F/V/D </div> <br> <br> <div id="Needtocenterandbold2" class=" text-md-center font-weight-bold"> <a href="https://apps.alleghenycounty.us/HRJobApplication/firstpage.aspx?id=2968" id="MainContent_Applyonline">Apply Online</a> </div> </div> <br> <br> <br> </div>
